Phil Feagan helps local governments, nonprofit organizations, and companies navigate legal challenges and advance their goals. As former general counsel for the North Carolina Department of Natural and Cultural Resources (NC DNCR), he brings clients a deep understanding of how government works and how to move projects forward.
At NC DNCR, Phil managed all legal issues for the cabinet agency that included state parks, museums, libraries, historic sites, and other institutions. He oversaw legal strategy for complex litigation and negotiated and drafted contracts and other agreements on behalf of the department. He also led rulemaking efforts and advised on ethics, personnel, regulatory compliance, policy, and legislative issues. He draws on this experience to help clients understand how public policy impacts their operations and to guide them through administrative, legislative, and litigation processes.
Earlier in his career, Phil was an attorney for a law firm in Raleigh, representing school districts and boards of education across North Carolina. He also served as an aide to now former U.S. Rep. David E. Price of North Carolina’s 4th Congressional District in Washington, DC, where he advised on both policy and communications. Clients value Phil's practical perspective, his experience in both government and private practice, and his ability to communicate clearly about legal risks and opportunities.
Phil earned his law and undergraduate degrees from the University of North Carolina at Chapel Hill. While in law school, he served as a law clerk for the U.S. Senate Judiciary Committee, the North Carolina Governor's Office, and the state Department of Justice.
