Reagan has represented school districts in Georgia since 2006, handling a wide variety of matters such as personnel matters and hearings, responding to Department of Education complaints both state and federal, addressing allegations of discrimination complaints through the Office of Civil Rights and the Equal Opportunity Commission, special education litigation, and advising boards of education on policies and procedures. She also represents private schools and charter schools with unique state and federal law issues.

Her practice has included cases before state and federal courts and administrative law judges. Reagan provides legal training for educators and speaks at statewide conferences.

Prior to joining Parker Poe, Reagan practiced with the United States Department of Justice. Most recently, Reagan was a partner for a Georgia law firm focusing on all legal matters related to education.

Representative Experience

  • Represented school districts in administrative proceedings and litigation in Georgia state and federal courts in a range of matters that include:
    • Claims of discrimination, harassment, and retaliation based on age, gender, race, disability, religion, and national origin.
    • Transactional employment matters, including preparation of employment contracts, employee handbooks and policies, and employment issues relating to reduction in force.
    • Contract issues related to the Fair Dismissal Act.
    • Claims of violation of the Individuals with Disabilities Education Act.
    • Claims of violation of Section 504 of the Rehabilitation Act.
    • ADA and FMLA counseling and compliance.
    • Employment and other legal issues, including Title IX compliance, that are unique to public and private colleges, universities, and K-12 schools.
    • Negotiated 100s of resolutions between school districts in Georgia and parents regarding services and accommodations under IDEA.
  • Secured a favorable ruling from an OSAH administrative law judge following a five-day trial on an issue with significant implications for a school district’s obligations under IDEA.
  • Secured a favorable ruling from an OSAH administrative law judge following a four-day trial on an issue with broad implications on a school district’s responsibility to a student under IDEA versus parental cooperation.
  • Secured a favorable ruling from an OSAH administrative law judge following a five-day trial on an issue with significant implications for all school districts in Georgia regarding eligibility under IDEA.
  • Secured a favorable ruling from an OSAH administrative law judge following a two-day trial on an issue with a broad impact on procedures for school districts for manifestation determinations under IDEA.
  • Conducted hundreds of trainings on school district legal obligations under all issues, including, but not limited to, IDEA, Section 504, Title IX, discipline, custody issues, FERPA, FMLA, discrimination, bullying, and legal trends.
