Scott Leo leads the firm’s Public Finance Team and brings nearly 30 years of experience advising a range of governmental, educational, and nonprofit clients across North Carolina. He also represents financial institutions across the Southeast in public finance transactions.
Scott advises his clients on tax-exempt and taxable financings, with a particular focus on higher education financing and local government financings such as general obligation bonds, limited obligation bonds, special obligation bonds, revenue bonds, and installment financings. He serves clients in a variety of roles, including bond counsel, underwriter’s counsel, borrower’s counsel, disclosure counsel, and bank counsel.
Scott has been recognized by his peers with his induction as a Fellow in the American College of Bond Counsel (ACBC), which is by invitation-only. ACBC recognizes lawyers who have established reputations among their peers for their skill, experience, and high standards of professional and ethical conduct in the practice of bond law.
In addition to his legal experience, Scott served for several years as an assistant to the county manager in Wake County, North Carolina.
